Leave of Absence policy

If you conduct a community children's choir, I'm wondering what your policy is on leave of absences?  Our hope is that our young singers will be able to do a variety of activities, including sing, but we also want to have singers who are committed to our program.   We allow our singers to take a leave of absence when they are unable to participate in the chorus for various reasons, usually because they have a competing activity.   The problem, however, is that we have some singers who pop in and out of the chorus to suit their whims...if they have a fall sport they go on leave every fall, etc. 
I'd love to hear what other choir's policies are regarding this.  It's difficult to strike a balance between demanding commitment and offering flexibility.
