ALS Choral Composition Competition 2012

ALS International Association is organizing a choral composition competition for children's choir (S,S,A or S,S,A,A, 3 or 4 voices).
1st prize - $1200 and 16 performances in Japan, Armenia and other countries afterwards 
2nd prize - $800 and 8 performances in Japan.

Dear friends and colleagues,
I found your question to be very logical and interesting, thus I contacted the board of ALS International Association, the organizer of  the competition. The answer is the following. 
The ALS choir offers world premieres for the winning compositions. If the compositions are published, it becomes quite hard to oversee whether they have been performed or not. 
Second, the competition has an aim to stimulate the creation of new choral repertoire.
Third, some competitions also mention that the publishing rights of the winning compositions will be passed unto the entity which is organizing the competition. 
Exceptions will be made if the compositions are self-publish, have not been published by any publishing house and the composer guarantees that they have not and will not be performed until the end of the competition and the tour to Japan.
