Continuing Education/Professional Development budgeting allowance

Hey, guys and gals!
First off, I would like to thank everyone who replied to my other post. Thanks to you all, I now have some very good ideas regarding a church choir retreat. Thank you again.
I'm writing this time to ask about continuing education conference/travel allowances. I currently have no budget for traveling to conferences and other professional education expenses. I am having to pay for all of this out of my own pocket. I am going to ask my church board and finance committee to consider including money in the budget for this type of thing.
So, my question is this: How much are you given each year for travel/conferences and continuing education expenses?
If you could please also inform me of your church size, what percentage of your music budget goes to continuing education expenses, how many weeks you are given for conventions, etc.
Lastly, I have been told by many that professional education allowances are a percentages based off a music director's annual salary. One of my friends, also a music director in a smaller church, makes roughly $10K/year and his annual continuing education allowance is 10% of his annual salary, or $1000.00. I'm not sure how many churches have this setup, which is why I am curious. Is this a common practice?
