Creating a Backup Choir Director Position

I am a Music Director at a relatively small church (average 100 members per Sunday) with four choirs, five piece band (paid musicians), and three volunteer choir directors.  Currently, from the organ I teach all songs to all choirs, and the praise team, but I need a reliable back up choir director for my volunteer choir directors – who are all also members of the church.  The only role for this backup choir director would be to fill in when one of the volunteers is unavailable or unready.  I suspect that in time (6 to 9 months) there is the potential for the backup director to become the primary director for all.  I’d like to get your input on creating this position with such a small role.  How do you think it might work (if at all) – short and long term?
